Chairwoman of the Federation Council of Russia Valentina Matviyenko urgently called a meeting of the upper house of the Parliament on 23 April, explaining that instructions of the President of Russia Vladimir Putin that were presented during the annual report on 21 April will have to be ‘implemented soon’.
A deputy of St Petersburg Legislative Assembly Boris Vishnevsky, in comment to this information during his interview to RosBalt noted that the Federation Council did not pass laws, including those, that execute orders of the President. He also excluded that the Prosecutor General or judges of other higher courts or Head of the Court of Auditors will be sacked right after the report of the President, which requires consent of the Federation Council. Boris Vishnevsky explained that the Federation Council has just three operational authorities – to approve the President’s decree regarding proclamation of hostilities, to approve the President’s decree regarding proclamation of a state of emergency and most important, to address the issue of the use of the armed forces outside the territory of the Russian Federation.
This is probably the most important thing, since the leader of the Russian Communist Party Gennady Zyugnov told before an extraordinary meeting of the Federation Council of Russia that the Russian Army should enter Donbas and encouraged to recognize separatist republics in Donbas officially.
Gennady Zyuganov to the radio station Radiotochka NSN told: “We have to declare officially that we support them and will defend also with use of the military equipment’.
He was also sceptical about capabilities of the Armed Forces of Ukraine and indicated that it had nothing to do with a contemporary warfare.
‘The Armed Forces of Ukraine now are ten times worse than in 1990’, the leader of the Communist Party of the Russian Federation told.
He also emphasized that all military objects in Ukraine could be destroyed without stepping aside.
